Jalil Shahkar is the Chief Operations Officer for FrontlineWATCH LLC. Prior to joining FrontlineWATCH LLC, Jalil served in the G3 Joint Special Operation Command (JSOC-Afghanistan) with the Information Warfare Task Force (IWTF) on Bagram Airforce Base. Partnering with the IWTF, Jalil was part of a team that supported the Afghan defense and security forces by creating the concept Information Operation Cell (IOC). The IOC allowed for specialized military units or organizational bodies to focus on conducting and coordinating informational operations. Securing strategic advantage, the elements of the IOC included cyber and electronic warfare, psychological operations, military deception, and operational security. In 2021, Jalil deployed to the frontlines in southern Afghanistan as head of the Mobile Targeting Team (MTT). It was there that he contributed to the Afghan military with combined fire and ground support.
Mr. Shahkar is a graduate of the Turkish Military Academy, in Ankara, Turkey. He specializes in special forces and commando training with a degree in Public Administration. Currently, Jalil resides in Virginia where he is a key member of the Afghanistan United Front.
Mr. Shahkar is fluent in Dari, Pashto, English, Turkish, Hindi, Azerbaijani, and Urdu.
